NOTICE OF CO-OPTION
MANORDEILO AND SALEM COMMUNITY COUNCIL

Section 116 Local Government (Wales) Measure 2011

NOTICE IS HEREBY GIVEN that the Manordeilo and Salem Community Council intends to co-opt ONE MEMBER to fill the vacancies that has arisen in the SALEM WARD.

Expressions of interest are being sought from members of the public who meet the following qualifications and are interested in representing their community on the aforementioned Community Council. You must be a British, Commonwealth, Irish or a European Union citizen and be 18 years or over; and meet at least one of the following criteria:

  • registered as a local government elector for the area named above; or
  • during the whole of the last 12 months, occupied as owner or tenant, land or other premises in the community named above; or
  • your principal or only place of work during the last 12 months has been in the community named above; or
  • you have during the whole of the last 12 months resided in the community named above or within 4.8 kilometres of it.

Certain people are disqualified from standing, and these include paid officers of the community council, anyone subject to bankruptcy restriction orders and those subject to recent sentences of imprisonment. It is the responsibility of the candidate to ensure that they are qualified to stand.

New Defibrillator

Manordeilo and Salem Community Council is pleased to advise that a new defibrillator unit is available at Penybanc, Llandeilo and located in the bus shelter in the middle of the village.

The defibrillator unit has been partly funded through a Welsh Government Community Public Access Defibrillator Grant and by the Community Council itself.

The unit at Penybanc is in addition to the existing defibrillators located within the Manordeilo and Salem Community Council area at:

  2. The annual return is available for inspection by any local government elector for the area of the MANORDEILO AND SALEM COMMUNITY COUNCIL on application to:

Parish Business Directory Scam Emails

We have been made aware that a high volume of emails are circulating claiming to have been sent from Manordeilo and Salem Parish and other local council areas. These emails ask your business to renew their business directory listing with the parish for a small fee. They contain a link to a website that looks like the UK Government website.

Please ignore them. These are scams designed to take your money. Parish councils do not exist in Wales and local councils do not hold business directories with which you need to register.

Calling all unpaid carers in West Wales!

If you regularly care for a relative, friend or neighbour who could not manage without your help and you don’t get paid for it then you are a Carer. You are still an unpaid carer if you receive Carers’ Allowance.

Acting on behalf of the West Wales Carers Development Group, Pembrokeshire Association of Voluntary Services (PAVS) was awarded funding from the Welsh Government’s Integrated Care Fund to develop a bilingual regional carers online platform. The website will support the provision and accessibility of consistent information, assistance and advice for unpaid carers in the three counties, which unpaid carers told us was important to them in a survey to develop the West Wales Carers Strategy in 2020.

Judith Hardisty, Hywel Dda University Health Board Vice Chair and Carers Champion who is also Chair of the Regional Partnership Board said:

“I am delighted that the Carers Support West Wales website will provide a bilingual ‘one stop shop’ for unpaid Carers helping them to easily find information to support them in their caring role. The website will include details of local groups and activities, as well as relevant and timely help and support on benefits and financial entitlements. We know that people don’t always recognise themselves as unpaid carers, so won’t be aware of the help and support which is available to support them in their caring role, therefore this new website will be a valuable resource for everyone. The Regional Partnership Board are grateful for the contribution of all our unpaid carers who care for family and friends in their own communities and are committed to ensuring that the needs of unpaid carers are addressed.”

The website, Carers Support West Wales (CSWW), is a one stop shop for carer specific information and has been co-produced with unpaid carers in the region.

“I think it’s amazing what you are doing! I have done generic searches for unpaid carer information and there is very little specific information so a website would be invaluable!!” (Anon)

CSWW has been developed to complement existing websites and provisions. The website offers a quick and easy way to find carer specific information for the three counties.

Carers Support West Wales is divided into three distinct sections, allowing carers to easily navigate the platform and explore information locally and regionally.

On the ‘My Community’ section, carers will find local offers, promotions and discounts that can support them in their caring role in their community. An interactive map provides a quick visualisation of any activities close by as well as the relevant contact details.

The ‘Support’ section provides support that is felt could benefit them as a carer such as how to register as an unpaid carer with your GP and how to register for a Carers Recognition Card. Using a filter system to navigate this, carers will be able to search a number of local and national organisations to find the information they need.

The ‘News’ section shares essential information that is timely and relevant, from a list of support with cost of living crisis to Carers magazines providing local and national information that may be useful to carers and professionals.

The website design, branding and content has been developed through coproduction and engagement with unpaid carers and providers throughout the region.

Manordeilo and Salem Community Council is an elected body that serves and represents the interests of residents across the two Wards of Cwmifor and Salem. These Wards also include the communities of Capel Isaac, Manordeilo, Penybanc, Rhosmaen and Taliaris. Membership of the Community Council is made up of 12 councillors, seven councillors representing the Cwmifor Ward and five representing the Salem Ward.

Meetings are normally held on the second Wednesday of every month (there is no meeting in August) at 7:30pm in the Manordeilo Reading Room. During the Covid-19 pandemic, meetings are being held remotely via Zoom and this arrangement will continue until further notice. Members of the community can still access these meetings however and login details are provided on the agendas posted on our website and notice boards in the community.

The Community Council is mainly funded through a Precept. A Precept is a charge that is included within the Council Tax collected by Carmarthenshire County Council and redistributed to community and town councils. We are also able to apply for grants for special projects.

What we do

The Council represents the people living in our area at the closest level to the community. We represent the views of our communities and actively engage in matters such as:

Community facilities and projects

  • For example: benches, defibrillators, notice boards and financial contributions to local causes and charities.

Environment

  • For example: biodiversity and footpath conditions.

Highways

  • For example: road conditions and signs, street lighting and traffic issues.

Planning applications

  • The Community Council has a statutory right to be consulted on all planning applications in our communities and makes observations to the planning authority that are taken into account in the decision-making process.

We also work with Carmarthenshire County Council, other community and town councils and authorities such as the Welsh Government and Dyfed-Powys Police to provide local services. We are a member of One Voice Wales, the umbrella organisation for town and community councils across Wales.
